In January 2006, Dr. Lozada was appointed by then Governor Sebelius to serve on the Child Health Advisory Committee (CHAC), a committee designed to address health issues facing Kansas children. The first major recommendation, Newborn Blood Screening, came before the Kansas legislature in 2007 and received funding for 2008.  Now, all 39,000+ children born in Kansas receive a blood test for 29 treatable genetic diseases, an increase from the previous blood screening test for 7 of these diseases.  In 2009, the director of the Kansas Department of Health and Environment created a panel to address the infant mortality rate in our state.  The United States is currently ranked 45th worldwide in infant mortality by the CIA (Cuba is ranked 44th) with the infant mortality rate in Kansas being even higher.  Dr. Lozada was one of four members from CHAC to serve on the Blue Ribbon Panel on Infant Mortality which will produce a preliminary report in time for the next legislative session and the final report in 2010.
